Establishes the Renewable Energy for Communities Program, to be implemented by the Public Utility Commission by January 1, 2027, requiring retail electricity providers to issue periodic solicitations for distributed renewable generation projects

Prioritizes benefits for environmental justice focus populations, affordable housing tenants, school and municipal buildings, and communities that have historically faced inequitable access to renewable energy

Requires the Commission to establish consistent review criteria for project solicitations considering cost, community support, local workforce development, grid location, and alignment with regional energy plans

Extends the deadline for group net metering system applications from January 1, 2026 to January 1, 2027, and extends the deadline for multifamily low-income housing net metering applications from December 31, 2025 to December 31, 2026

Takes effect July 1, 2025, with the Commission required to consult diverse stakeholders including industry, utilities, environmental advocates, and high energy burden communities during program development
