Adds "beneficial electrification" to the list of resources Vermont must evaluate for meeting energy needs, alongside efficiency, conservation, and load management

Adds explicit requirement to reduce greenhouse gas emissions as a principle guiding least-cost integrated planning

Creates new policy goal requiring Vermont to meet energy needs in a manner that achieves greenhouse gas reduction requirements under 10 V.S.A § 578 and aligns with the Vermont Climate Action Plan
