Governor must review all federal orders placing Vermont National Guard units on federal active duty status to determine constitutional compliance before releasing troops into active duty combat

Vermont National Guard cannot be deployed to active duty combat unless Congress has formally declared war or explicitly called forth the Guard under Article I, Section 8, Clause 15 to repel invasion, suppress insurrection, or execute federal laws

Governor must notify the General Assembly within 10 business days of completing review of any federal deployment directive, including a summary and explanation of the constitutionality determination

Domestic missions under Title 32 (disaster response, homeland security) and training or humanitarian deployments remain unaffected by the restrictions
