Creates the Unemployment Compensation Benefit Modernization Advisory Committee to advise the Department of Labor on technological upgrades to the unemployment benefits delivery system

Committee includes 11 members: 2 House members, 2 Senators, 3 Department of Labor employees, 1 Agency of Digital Services employee, 1 construction trades labor representative, 1 employer representative, and 1 attorney experienced in unemployment claims

Committee powers include monitoring implementation, requesting information, making recommendations, and assisting with testing of the technology upgrades

Quarterly reports required to legislative committees beginning September 30, 2025, with the Department of Labor permitted to include responses

First meeting must occur by May 1, 2025; committee expires June 30, 2026 or when a two-thirds vote determines upgrades are successfully implemented, whichever is later
