Establishes a voluntary firearms licensing system administered by the Vermont Department of Public Safety, allowing individuals to obtain a license to purchase firearms

License holders are exempt from Vermont's 72-hour waiting period requirement when purchasing a firearm

Applications require fingerprints, criminal and mental health history disclosure, completion of a firearms safety course, and information about household members; the Department must approve or deny within 90 days

Licenses cost $35.00, are valid for two years, and can be denied or revoked for disqualifying factors including criminal prohibitions, extreme risk protection orders, relief from abuse orders, stalking orders, or posing a risk of harm
