Establishes the Agricultural Land Transfer Assistance Program at the Agency of Agriculture, Food and Markets to help connect agricultural landowners with prospective buyers who intend to continue farming the land

Creates a Farm Ownership Succession Planning Program including a toolkit with financial resources, education programs, legal templates, and a directory of professionals experienced in farm transfers

Requires the Secretary to conduct at least three educational workshops annually and provide "land transfer navigators" to assist both exiting and beginning farmers through the transfer process

Creates a Land Transfer and Succession Board with five members representing agricultural and conservation organizations, serving three-year terms, to assist with program implementation and recommend new tools

Appropriates $250,000 from the General Fund in fiscal year 2026 for program implementation, with an effective date of July 1, 2025
