Creates new "cottage food operation" category for home-based producers making shelf-stable foods (baked goods, candy, jams, pickles, granola, etc.) that don't require refrigeration, with licensing exemption for gross receipts of $30,000 or less annually

Raises licensing exemption threshold for non-bakery food manufacturing establishments from the previous limit to $10,000 or less in gross receipts

Replaces old home bakery exemption ($125/week average sales) with new cottage food framework to account for inflation since original statutory enactment

Requires exempt food manufacturers to submit annual licensing exemption filings to the Department of Health and attest to completion of required food safety training

Effective July 1, 2025; Commissioner of Health authorized to adopt emergency rules for implementation
