Establishes mandatory training requirements for persons appointed by probate court as guardians for adults with disabilities

Training program to be jointly developed by the Probate Division of the Superior Court and the Department of Disabilities, Aging, and Independent Living

Training must cover: review of an approved guardianship handbook, constitutional and statutory rights of persons under guardianship (U.S. and Vermont), and definitions of civil rights as applied to adults with disabilities

Guardians must complete training before the guardianship begins and every three years thereafter while the guardianship remains in effect

Effective date: September 1, 2025
