Implements Green Mountain Care, a publicly financed health care program for all Vermont residents, phased in over 10 years beginning with primary care (including outpatient mental health and substance use disorder services, communicable disease testing, and CDC-recommended vaccines) in year one with no cost-sharing

Adds preventive dental services (two cleanings, exams, fluoride, x-rays annually), one vision exam per year with glaucoma/macular screening, and medically necessary hearing aids in year two, all without cost-sharing

Establishes a Universal Health Care Advisory Group to recommend to the General Assembly the sequencing and financing of additional services for years 3-10, including prenatal/maternal care, emergency services, specialty care, hospital inpatient care, and potentially prescription drugs and long-term care

Requires the Secretary of Human Services to seek an Affordable Care Act Section 1332 waiver and authorizes pursuit of Medicaid, CHIP, and Medicare waivers to integrate federal programs into Green Mountain Care

Prohibits health insurance plans and rates from duplicating Green Mountain Care coverage, with intended financing through employer payroll taxes, self-employment taxes, and income tax surcharges; implementation target date is January 1, 2027
