Establishes a civil penalty of up to $50.00 per day for keeping or maintaining a common nuisance where regulated drugs are used, kept, or sold

Creates a private right of action allowing injured persons to sue in Superior Court for damages, injunctive relief, punitive damages for intentional violations, and attorney's fees

Authorizes the Attorney General, State's Attorneys, and municipalities to seek temporary or permanent injunctions against nuisance properties in the public interest

Adds common nuisance violations to the Judicial Bureau's jurisdiction and requires courts to impose conditions of release restricting who may be present on the property

Takes effect upon passage
