Creates a 22-member Residential Universal Design Study Committee to explore implementing statewide universal design standards for all residential buildings in Vermont

Committee membership includes legislators, representatives from builders, architects, housing agencies, disability advocacy groups, financial institutions, and municipal organizations

Committee must examine existing ADA laws and building codes, best practices for accessibility, workforce training needs, cost impacts, enforcement challenges, and effects on property valuation and financing

Report with findings and legislative recommendations due to House and Senate committees by November 1, 2025; committee ceases to exist December 1, 2025

Appropriates $200,000 from the General Fund in fiscal year 2026 for member compensation, expenses, and expert consultants
