Creates the Vermont Whole Home Repairs Program within the Department of Housing and Community Development to provide competitive grants and forgivable loans to homeowners and private landlords for addressing habitability concerns, improving energy/water efficiency, and making dwellings accessible for individuals with disabilities

Appropriates $15,000,000 from the General Fund in fiscal year 2026, with $5,000,000 designated for technical assistance and workforce development; the Department may use up to 5% for administration

Caps grants and loans at $50,000 per unit; homeowners with household income at or below 80% of area median income qualify for grants, while landlords meeting specific criteria (including 10+ years ownership, rent increases under 3%, and no uncorrected serious violations) qualify for forgivable loans

Requires landlords to contribute matching funds or in-kind services of at least 20% of the grant/loan value; prohibits units created through the program from being used as short-term rentals while the agreement is in effect

Mandates partner housing organizations to provide technical assistance, case management services, and workforce development programs including pre-apprenticeship, apprenticeship, and on-the-job training opportunities
