Removes the requirement that harassment in schools be "severe or pervasive" to constitute unlawful discrimination, explicitly overriding contrary judicial precedent

Allows a single incident to constitute harassment and requires incidents to be evaluated based on the totality of circumstances and the record as a whole

Expands factors that cannot preclude a harassment finding, including whether the student continued their education despite the conduct, whether physical or psychological injury occurred, or whether the conduct happened outside the student's school

Excludes conduct that a reasonable person with the same protected characteristic would consider a "petty slight or trivial inconvenience" from the harassment definition
