Expands Group G membership to include classified employees of public safety answering points, Family Services Division of DCF, Vermont Veterans' Home, and Department of State's Attorneys and Sheriffs

Reduces Group G member contribution rates starting fiscal year 2026, replacing the quartile-based system (11.23% to 13.73%) with flat rates of 8.93%, 9.43%, or 9.93% depending on retirement category

Grants creditable service for prior temporary or seasonal State employment and expands military service credit without contribution requirements to include 13 named conflicts from Korea through Operation Odyssey Dawn (up to 3 years credit)

Establishes a statutory contractual right for members following their initial contribution, prohibiting future amendments that would diminish or impair member rights or benefits

Requires State Treasurer to study fiscal impacts of the expanded military creditable service provisions and report findings by January 15, 2026; most provisions effective July 1, 2025, with military service credit changes effective July 1, 2026
