$1,313,044 appropriated to Agency of Human Services in FY2026 for grants to Pathways Vermont to provide supportive and transitional housing for individuals released from incarceration or previously incarcerated who are homeless or at risk of homelessness

$1,000,000 appropriated to Land Access and Opportunity Board in FY2026 to help community-based providers purchase property for supportive housing, with priority given to historically disadvantaged groups including Black, Indigenous, and Persons of Color; individuals with disabilities; LGBTQ+ individuals; and women

$2,500,000 total appropriated for mental health and substance use services: $1,000,000 for residential recovery facilities, $1,000,000 for a pilot program providing community-based outpatient services to detained/incarcerated individuals and those reentering community, $250,000 for recovery centers, and $250,000 for designated agency pilot programs

$250,000 appropriated for grants to community justice centers and the Restorative Approaches Collaborative to provide restorative justice programs

Moratorium imposed on construction, expansion, or renovation of correctional facilities until July 1, 2029, with any appropriations designated for such projects reallocated to transitional housing, community-based mental health/substance use services, and workforce development for justice-involved individuals
