Requires the Agency of Digital Services to submit annual IT and cybersecurity reports to the House Committee on Energy and Digital Infrastructure and Senate Committee on Institutions, rather than to the General Assembly broadly

Expands reporting requirements for all IT projects managed by the Enterprise Project Management Office to include scope, budget, timeline, and status details including closure information and on-time/on-budget indicators, replacing the previous $500,000 threshold

Mandates the Agency maintain a publicly accessible website inventory of all current IT projects, updated at least monthly, showing project names, start dates, original and current cost/completion estimates, and schedule/budget status indicators

Requires independent expert review for IT projects costing $1,000,000 or more, covering acquisition costs, technology architecture, implementation plans, cost-benefit analysis, alternatives, and security assessments
