Approves a Burlington charter amendment (approved by voters on March 2, 2021) authorizing the City Council to adopt an ordinance prohibiting residential tenant evictions without just cause

Defines "just cause" for eviction as: material breach of rental agreement, violation of state tenant statutes, nonpayment of rent, or failure to accept reasonable renewal terms

Exempts owner-occupied duplexes and triplexes, properties being withdrawn from the rental market for owner/family occupancy, properties requiring substantial renovations, and sublets/in-unit rentals

Requires the ordinance to include mitigation provisions such as adequate notice requirements, reasonable relocation expenses, and a probationary period after initial occupancy

Limits unreasonable rent increases to prevent de facto evictions, though not intended as general rent control
