Extends stormwater permit compliance deadlines by five years: impervious surfaces of three or more acres in Lake Champlain, Lake Memphremagog, and stormwater-impaired watersheds must obtain coverage by October 1, 2028 (previously 2023); all other watersheds by October 1, 2038 (previously 2033)

Makes the property transfer tax clean water surcharge of 0.22% permanent by repealing the sunset provisions, with the first $1,000,000 annually going to the Vermont Housing and Conservation Trust Fund and remaining revenue to the Clean Water Fund

Requires the Clean Water Board to recommend $5,000,000 from the Clean Water Fund in fiscal year 2027 for the Municipal Stormwater Implementation Program, and mandates at least $500,000 annually for basin planning, education, and outreach

Directs the Secretary of Natural Resources to publish a Public Resource Guide to Stormwater Management by January 1, 2027, providing compliance information, practical cost-effective measures, and funding resources for permit holders

Creates a Study Committee on Regional Stormwater Utility Districts to evaluate feasibility of regional utilities that could assume permitting responsibility and achieve phosphorus reduction targets, with a report due January 15, 2027
