Adopts Vermont's Fiscal Year 2026 Transportation Program with $2.4 million for park-and-ride facilities (60 new spaces), $21.9 million for bike/pedestrian projects, $6.5 million for transportation alternatives, $52.7 million for public transit, and $61.9 million for rail programs including Amtrak services.

Delays implementation of the mileage-based user fee for battery-electric vehicles from July 1, 2025 to January 1, 2027, contingent on sufficient funding, and subjects plug-in hybrid electric vehicles to an electric vehicle infrastructure fee starting January 1, 2025.

Establishes new rules for state-owned rail trails prohibiting activities such as littering, camping, motorized vehicle use (with exceptions for snowmobiles, maintenance, and electric bicycles), and property damage, with civil penalties up to $300 for violations.

Requires the Agency of Transportation to report to the Joint Transportation Oversight Committee by September 30, 2025 and December 15, 2025 on state and federal funding status, and mandates a written report if funding decreases exceed four percent.

Extends the deadline for utility companies to mark underground facilities before excavation from 48 to 72 hours (excluding weekends and holidays) under the Dig Safe law, effective upon passage.
