Amends the fiscal year 2025 omnibus appropriations act with adjustments across multiple state agencies, including increases to the Judiciary ($2.55 million), State's Attorneys ($407,800), Public Safety administration ($777,027), and Human Rights Commission ($35,137)

Increases Global Commitment/Medicaid program funding by approximately $125 million, with significant increases to the Secretary's Office global commitment grants (from $2.04 billion to $2.16 billion) and long-term care grants (from $293.6 million to $347.4 million)

Transfers $6.5 million to the Emergency Relief and Assistance Fund for flood disaster response, extends emergency housing provisions through June 30, 2025, and expands FEMA Public Assistance matching funds eligibility to include 2024 flooding events (DR-4810-VT, DR-4816-VT, DR-4826-VT)

Reduces Education Fund appropriations by approximately $14.3 million, including decreases to adjusted education payments ($11 million), state-placed students ($1 million), and nutrition programs ($2.9 million)

Appropriates $21 million in one-time General Fund spending for healthcare provider stabilization ($10 million) and Brattleboro Retreat alternative payment model reconciliation ($11 million), and $14 million for redeeming state general obligation bonds prior to maturity
