Redefines Class II wetlands as those not classified as Class I or III that are either mapped on Vermont's significant wetlands inventory or are unmapped wetlands the Secretary of Natural Resources determines merit protection based on functions and values

Reduces buffer zone requirements for Class II wetlands from current standards to 25 feet when located in industrial parks, designated centers, Tier 1A or 1B areas approved by the Land Use Review Board, or areas qualifying for interim Act 250 permit exemptions

Exempts construction activities in unmapped Class II wetlands from permitting requirements when located in industrial parks, designated centers, Tier 1A/1B areas, or interim Act 250 exempt locations

Changes the wetland restoration ratio from 2:1 to 1:1 for adverse effects occurring in industrial parks, designated centers, Tier 1A/1B areas, or interim Act 250 exempt locations

Extends the deadline from July 1, 2025 to July 1, 2026 for the Secretary of Natural Resources to amend Vermont Wetland Rules to clarify that the state's goal is a net gain of wetlands, and requires the Agency of Natural Resources to publish guidance on wetland mitigation and compensation procedures
