Extends the sunset date for the Public Utility Commission's authority to accept new telecommunications facility siting applications under 30 V.S.A. § 248a from July 1, 2026 to July 1, 2030

Requires the Public Utility Commission to hold at least two workshops with stakeholders including telecom providers, Vermont League of Cities and Towns, regional planning commissions, and state agencies to recommend improvements to the siting process

Workshop topics must address advance notice procedures, comment periods, contested case proceedings, evidentiary hearings, burdens of proof, petition amendments, and certificate transfers

Commission must submit a report by December 15, 2027 to the House Committee on Energy and Digital Infrastructure and Senate Committee on Natural Resources and Energy detailing the process, recommendations, and any changes made

Act takes effect upon passage
