Creates a misdemeanor offense for knowingly or recklessly discarding hypodermic needles or syringes in "sensitive areas" including playgrounds, beaches, parks, child care facilities, public and independent schools, and regional career technical education centers

Penalties include imprisonment of up to one year, a fine of up to $1,000, or both

Exempts proper containment, treatment, and disposal of medical sharps waste from medical care or first aid services provided at schools and child care facilities

Exempts hypodermic needles or syringes used for instructional or educational purposes at schools and child care facilities

Effective date: July 1, 2026
