Requires the Department of Health to add congenital cytomegalovirus (cCMV) testing to Vermont's newborn screening program through rulemaking

Mandates distribution of educational information about screened diseases to expectant parents, hospitals, birthing centers, and health care providers, including disease overviews, incidence rates, transmission methods, birth defects, testing options, and preventative measures

Creates a 13-member Congenital Cytomegalovirus Advisory Committee appointed by the Commissioner of Health, including medical specialists, a Department representative as chair, two parents of affected children, and a teacher specializing in Deaf/Hard of Hearing education

Advisory Committee responsibilities include advising on screening validity and costs, recommending testing standards and follow-up care protocols, and proposing public education campaigns

Committee must submit annual written reports to the House Committee on Health Care and Senate Committee on Health and Welfare by February 1, with effective date of July 1, 2026
