Updates terminology from "the poor" to "individuals with low income" and from "narcotic addicts and alcoholics" to "individuals with substance use disorder"

Changes agency planning requirements from preparing a community services plan every three years with annual updates to completing an assessment every three years and incorporating it into an annual community action plan

Removes specific board term limits (5 consecutive years, 10 years total) and instead requires each board to adopt its own term limits
