Terminates Agency of Natural Resources (ANR) indoor air quality testing for polychlorinated biphenyls (PCBs) in public and approved independent schools constructed or renovated before 1980, ending the program established under 2021 Acts and Resolves No. 74

Requires the State to continue funding PCB testing and pay for investigation, remediation, and removal costs at schools that already tested positive for PCBs exceeding State school action levels

Allows schools that tested positive to forgo interim remedial measures if the State is not fully funding them, building replacement is the most viable option, and federal law does not require immediate action

Redirects remaining PCB testing funds to remediation efforts, while preserving the $16,000,000 reserved for Burlington School District under 2023 Acts and Resolves No. 78

Requires the Secretary of Natural Resources to submit a long-term remediation plan by January 15, 2027, and annual reports thereafter detailing testing status, remedial measures, expenditures, and additional funding needs
