Legislatively overrules the Vermont Supreme Court decision in Zeno-Etheridge v. Comcast Corp., 219 Vt. 121 (2024), which apparently held that PTSD alone did not constitute actual injury

Adds new section 1036a to Title 12 of Vermont Statutes Annotated governing negligence claims

Takes effect immediately upon passage
