Enacts the Vermont Uniform Disclaimer of Property Interests Act as 14 V.S.A. chapter 129, establishing comprehensive rules for refusing to accept inherited property, trust interests, or powers of appointment

Allows any person to disclaim property interests in whole or in part, including fiduciaries, parents acting for minor children, and individuals subject to spendthrift provisions

Requires disclaimers to be in writing, signed, describe the interest disclaimed, and delivered to specific parties depending on the type of property (personal representative, trustee, or filed with court)

Establishes that disclaimers take effect as if the disclaimant predeceased the transferor, with disclaimed property passing according to the instrument's terms or intestate succession rules

Repeals the existing 14 V.S.A. chapter 83 (prior Uniform Disclaimer of Property Interests Act) and takes effect upon passage
