Adds "military protective order" as a defined term in Vermont statutes, meaning an order issued by a commanding officer against a current member of the U.S. Armed Forces or National Guard on a Department of Defense-prescribed form

Makes military protective orders and sworn statements taken before military-authorized officials admissible as evidence in stalking, sexual assault, and domestic abuse relief order proceedings to establish a pattern or course of conduct

Allows plaintiffs seeking protection orders to include written statements sworn before persons authorized under 10 U.S.C. § 936 or 5 U.S.C. § 303 to administer oaths as part of their complaint

Requires the Adjutant General to provide financial assistance for travel expenses to current and former National Guard members who were victims of sexual assault or harassment when they participate in related administrative or military justice proceedings
