Individuals detained in a correctional facility pre-adjudication for six months or more become eligible for a free State-issued nondriver identification card, expanding existing eligibility beyond only sentenced inmates

Amends 23 V.S.A. § 115 to include pre-trial detainees alongside inmates serving sentences of six months or more who can receive nondriver ID cards at no cost ($0.00 fee)

Department of Corrections must coordinate with Department of Motor Vehicles to provide identification cards to eligible individuals at the time of release

Reentry planning requirements remain in place, requiring the Department of Corrections to inform individuals about options for nondriver ID cards versus driving credentials and associated costs
