Amends the definition of "employee" under Vermont's Parental and Family Leave Act (21 V.S.A. § 471) to include full-time teachers at elementary schools, secondary schools, and institutions of higher education

Full-time teachers would qualify for coverage by meeting the service requirement in 29 C.F.R. § 825.110(c)(3), as an alternative to the standard requirement of one year of continuous employment averaging at least 30 hours per week

Teachers covered include those defined in 29 C.F.R. § 825.102 (the federal FMLA definition)
