Establishes the Affirming Health Care Trust Fund, administered by the State Treasurer, to provide monetary awards covering costs of gender-affirming health care services in Vermont

Awards may go to health care providers offering gender-affirming services and nonprofit organizations working to increase access to such care, covering uncompensated care, capital costs for clinics, and malpractice insurance

Creates a nine-member Affirming Health Care Trust Fund Board, chaired by the State Treasurer, including representatives from Vermont Health Access, ACLU Vermont, Vermont Medical Society, American Academy of Pediatrics Vermont Chapter, and individuals who have received gender-affirming care

Prohibits disclosure of patient-identifiable data, provider identities, or award recipient identities to federal or other state governments, except for facilitating program awards; data is exempt from public records requests

First Board meeting required by August 1, 2026; Fund may receive state appropriations, grants, federal funds, and private donations, with unexpended balances rolling over to future years
