Establishes the Vermont Prescription Drug Discount Card Program, administered by the Office of the State Treasurer, available to all Vermont residents

Authorizes the State Treasurer to cooperate with other states, territories, regional consortia, and nongovernmental organizations to pool prescription drug purchasing power and negotiate volume discounts with manufacturers

Creates the Vermont Prescription Drug Discount Card Program Fund as a special fund to support the program, funded by appropriations, federal transfers, fees, and gifts/grants

Appropriates $50,000 from the General Fund in fiscal year 2027 for program development and implementation

Requires the State Treasurer to submit an implementation report by January 15, 2027, and annual reports beginning January 15, 2028, detailing participation numbers and cost savings achieved
