Establishes mandatory animal possession bans of not less than 5 years for second or subsequent animal cruelty convictions, and not less than 10 years for aggravated cruelty repeat offenses

Creates a cost-of-care recovery mechanism requiring owners to post security (covering food and veterinary care) within 14 days of animal seizure, with forfeiture occurring if payment is not made

Requires convicted defendants to complete animal cruelty prevention programs, undergo psychological evaluation, and obtain mental health treatment if screening indicates need

Adds the Animal Welfare Fund as the repository for security posted in forfeiture proceedings, with the Director of Animal Welfare authorized to adopt rules for security amounts and payment schedules
