Redefines "neglect" of vulnerable adults as the failure of a caregiver, agent, or fiduciary to provide goods or services necessary to maintain health or safety, replacing the previous more detailed list of specific failures

Requires reports of alleged neglect in State-licensed facilities or programs to be made to the applicable State licensing unit, and reports of neglect by licensed individuals to be made to the Office of Professional Regulation or Board of Medical Practice

Mandates licensing entities that receive neglect reports to notify Adult Protective Services and to file a formal report with APS if neglect is identified

Extends the timeline for Human Services Board fair hearings from 30 to 60 calendar days after an alleged perpetrator's request, and extends the deadline for hearing officer findings from 7 to 15 calendar days after the hearing

Takes effect October 1, 2026
