Prohibits certain health care transactions including acquisitions of essential community providers, debt-financed acquisitions that burden acquired entities, and transactions resulting in entities that refuse Medicaid or Medicare patients

Bars corporations and unlicensed entities from owning medical practices or interfering with physicians' clinical judgment, with exceptions for federally qualified health centers, nonprofit hospitals, rural health clinics, and state-operated facilities

Renders noncompetition agreements between physicians and employers void and unenforceable, and restricts nondisclosure and nondisparagement agreements between licensees and management services organizations

Requires health care entities with at least $1,000,000 in assets or revenues to report ownership, control, and financial information to the Attorney General and Green Mountain Care Board every two years

Establishes civil penalties of up to $10,000 per violation for corporate practice of medicine violations and at least $100,000 per violation for prohibited transactions, with enforcement through the Consumer Protection Act
