Requires nonprofit hospital service corporations to have at least two Governor-appointed public representatives on their boards (minimum one-sixth of directors), serving staggered 2-3 year terms, and mandates creation of a compensation committee with at least two public representatives to review executive pay

Allows limited age rating for individual and small group health insurance plans starting in 2028, permitting premiums to deviate up to 5% above or below the community rate based on age classifications

Expands access to association health plans by removing requirements that associations have 100 members, one year of existence, and a shared purpose unrelated to obtaining insurance; also extends short-term, limited-duration health insurance from 3 months to up to 12 months total duration

Limits prior authorization exemptions for primary care providers to only those practicing at independent physician practices not owned by or affiliated with hospitals, and defines "high-dollar claims" as exceeding $25,000 per episode of care for prepayment review purposes

Directs the Green Mountain Care Board to implement site-neutral billing by establishing single reference-based prices for outpatient services that can be safely delivered in nonhospital settings, and authorizes the State to pursue a federal Section 1332 waiver to establish a reinsurance program
