Establishes a six-year statute of repose for civil actions involving personal injury or property damages arising from deficiencies in real property improvements, including design, planning, contract administration, supervision, or construction

The six-year period begins at "substantial completion," defined as when construction is sufficiently complete for the improvement to be used for its intended purposes

For phased projects with multiple completion dates, the six-year limitation period for systems serving the entire project begins at the substantial completion of each phase

Exempts actions involving fraudulent misrepresentations or fraudulent concealment of material facts, which remain governed by existing section 555

Takes effect July 1, 2026
