Prohibits detention of minors under 18 in adult jails or correctional facilities, removing the current exception that allowed such detention for crimes punishable by life imprisonment

Raises the age threshold for placement restrictions from 16 to 18 years old, preventing the Commissioner of Corrections from placing any sentenced minor under 18 in adult correctional facilities

Repeals provisions that previously allowed 16-17 year olds convicted of felonies to be placed in adult facilities and eliminates the "interests of justice" hearing process for holding juveniles in adult jails

Requires minors under 18 who are arrested to either be released to a parent/guardian or delivered to Superior Court, with detention limited to non-adult facilities under Commissioner of Corrections oversight

Takes effect July 1, 2026
