Amends Vermont's appliance efficiency standards (9 V.S.A. § 2795) to update the federal regulation reference date from January 19, 2017 to January 19, 2025 for products subject to standards under 10 C.F.R. §§ 430 and 431

Removes several previously specified state-level standards that are now covered by updated federal regulations, including standards for medium voltage dry-type distribution transformers, metal halide lamp fixtures, residential furnaces and boilers, external AC to DC power supplies, incandescent reflector lamps, general service lamps, air compressors, high CRI fluorescent lamps, portable air conditioners, and uninterruptible power supplies

Retains state-specific standards for commercial equipment (dishwashers, fryers, hot-food holding cabinets, steam cookers), computers and monitors, faucets and showerheads, urinals, portable electric spas, residential ventilating fans, spray sprinkler bodies, and water coolers

Maintains water conservation requirements including maximum flow rates of 1.5 gpm for lavatory faucets, 1.8 gpm for residential kitchen faucets, 0.5 gpm for public lavatory faucets, 2.0 gpm for showerheads, and 0.5 gallons per flush for urinals
