Repeals Act 250 road construction jurisdiction requirements and extends interim housing exemptions from Act 250 permits until July 1, 2030 for priority housing projects, accessory dwelling units, commercial-to-residential conversions, and housing developments in designated areas

Requires duplexes to be permitted by-right in all residential districts, and four-unit buildings to be permitted by-right in areas with municipal sewer and water; mandates municipalities accept state-approved housing designs as permitted uses

Requires municipal plans to analyze regulatory and physical constraints to meeting regional housing targets, including housing needs assessments, site inventories, and action plans for zoning and infrastructure updates over 20-year planning periods

Increases Downtown and Village Center Tax Credits annual cap from $3 million to $5 million and authorizes $250,000 in five-year tax credits for 26 additional years to continue the Down Payment Assistance Program

Appropriates $6 million for an off-site/modular construction pilot program, authorizes two new positions at the Department of Housing and Community Development with $6.3 million in annual funding, and provides $250,000 for municipal planning grants to meet housing targets
