Allows fire districts to be formed for the purpose of constructing, operating, and maintaining thermal energy exchange networks, with authority to levy taxes, set rates, finance projects, and use eminent domain without Public Utility Commission approval

Establishes Public Utility Commission jurisdiction over persons or companies operating thermal energy exchange networks, except for municipalities and fire districts which are exempt

Defines "thermal energy exchange" as piped noncombustible fluids used for transferring heat for heating, cooling, domestic hot water, and refrigeration to reduce greenhouse gas emissions

Exempts mutual benefit cooperatives serving only their members, landlords serving only their tenants, and entities serving only themselves from the thermal energy network regulations

Takes effect July 1, 2026, with existing electric or natural gas utilities authorized before that date automatically permitted to operate thermal energy exchange networks
