Efficiency Vermont must design a statewide community-based home energy navigator program providing in-person and remote coaching services to help residential consumers (homeowners, landlords, and renters) navigate energy efficiency and clean energy options, with focus on low and moderate income households.

The program would guide consumers on accessing grants, rebates, and financing; prioritizing weatherization and energy-saving opportunities; connecting with local contractors; and providing ongoing hands-on assistance over multiple years as needed.

Efficiency Vermont must submit a report to the legislature by January 15, 2027, detailing program design, technical assistance materials, cost estimates, funding sources, target consumers served, projected energy and emissions savings, and implementation timeline.

$15,000 appropriated from the General Fund in FY2027 to Efficiency Vermont for the program report.

$150,000 appropriated from the General Fund in FY2027 to the Climate Economy Action Center of Addison County to collaborate on program design and expand its existing Energy Navigator Program to a neighboring county.
