Creates a state-level RICO (Racketeer Influenced and Corrupt Organizations) law modeled on the federal statute to target organized crime in Vermont

Defines "pattern of racketeering activity" as at least two related criminal acts within four years, covering over 30 predicate offenses including homicide, kidnapping, drug trafficking, arson, robbery, fraud, bribery, and domestic terrorism

Establishes criminal penalties of up to 20 years imprisonment and fines up to $25,000 or three times the pecuniary gain from the violation

Allows civil remedies including treble damages for injured persons, asset forfeiture, enterprise dissolution, and license revocation, with the Attorney General and State's Attorneys authorized to bring civil forfeiture proceedings

Takes effect July 1, 2026
