Requires supervisory unions, school districts, approved independent schools receiving public funds, museums, historical societies, and other educational institutions receiving school groups to obtain written endorsement from both the Abenaki First Nations of Odanak and Wôlinak before using or presenting any materials on Indigenous history or culture of Vermont

Mandates the Agency of Education compile by July 1, 2026 a comprehensive inventory of all existing Indigenous curricula and materials currently in use, which must then receive endorsement from both First Nations or be withdrawn

Defines "consultation" as meaningful engagement with First Nations representatives including providing materials, time for review, opportunity for adjustment, and written documentation of issues raised

Requires the State Board of Education to initiate rulemaking by January 1, 2027 to update education quality standards ensuring compliance with the new endorsement requirements

Applies to the Odanak and Wôlinak First Nations (located in Québec) as descendant communities of the Western Abenaki, whose ancestral homeland encompassed Vermont, New Hampshire, and adjacent regions
