Repeals Vermont's existing registration system for massage therapists, bodyworkers, and touch professionals on July 1, 2027, replacing it with a licensure requirement for massage therapists only

Requires massage therapist applicants to be at least 18 years old, complete 650 hours of accredited massage therapy education, pass an approved examination, and maintain professional liability insurance

Creates a new licensing requirement for massage therapy establishments that employ or contract with two or more massage therapists, with mandatory inspections and a designated licensed therapist responsible for sanitation and compliance

Establishes a transitional pathway through July 1, 2028 allowing currently practicing massage therapists to obtain licensure through peer review and demonstrated competency without meeting the new education and examination requirements

Authorizes criminal background checks for license applicants and defines unprofessional conduct to include voyeurism, sexual conduct with clients, practicing in unlicensed establishments, and performing unauthorized massage
