Adopts the Interstate Massage Compact allowing licensed massage therapists to practice across member states through a multistate license without obtaining separate licenses in each state

Requires multistate license applicants to hold an active single-state license, complete at least 625 hours of massage therapy education (or equivalent experience), pass a national examination, and submit to a background check

Permanently disqualifies applicants convicted of kidnapping, human trafficking, human smuggling, or sexual offenses, and temporarily bars those with felony convictions within 5 years or practice-related misdemeanors within 2 years

Creates the Interstate Massage Compact Commission as a joint government agency to administer the compact, maintain a data system for licensee information, promulgate rules, and coordinate disciplinary actions between member states

Takes effect upon passage, with the compact becoming operational once seven states have enacted it
