Creates new crime of "sexual extortion" for threatening to disclose intimate images to compel production of nude images, sexual conduct, or anything of value; penalties range from up to 3 years imprisonment/$3,000 fine for adult victims to up to 10 years/$10,000 for minor victims, and up to 15 years/$15,000 if serious bodily injury or death results

Expands voyeurism statute to separately criminalize unlawful photographing/filming/recording of intimate areas or sexual conduct without consent (up to 2 years/$1,000 first offense; up to 3 years/$5,000 subsequent) and disclosure of such images to third parties (up to 5 years/$5,000)

Extends statute of limitations for voyeurism recording, voyeurism disclosure, disclosure of sexually explicit images without consent, and sexual extortion to 40 years after commission of the offense

Eliminates statute of limitations for civil actions related to nonconsensual disclosure of intimate images; applies retroactively to violations occurring on or after July 1, 2005 for voyeurism and July 1, 2015 for image disclosure

Provides immunity from prosecution for disseminating indecent material offenses for victims who report sexual extortion to law enforcement in good faith and timely manner
