Establishes a voluntary certification program through the Vermont Department of Health for recovery residences, defined as shared temporary living facilities supporting persons recovering from substance use disorders through peer support and access to community resources.

Requires certified recovery residences to obtain certification from a Vermont affiliate of the National Alliance for Recovery Residences or another Department-approved organization, comply with health, safety, and sanitation standards, and submit to inspections with 10-day prior notice.

Mandates certified residences report annual data to the Department by January 1, including number of residents served, average length of stay, resident exits/transfers, employment outcomes, and budgetary needs; the Department must submit aggregated data to legislative committees by February 1.

Allows certified recovery residences to immediately exit or transfer residents who violate substance use policies, commit crimes, engage in theft or violence, or regularly refuse services, provided residents signed a residential agreement with reaffirmation after seven days and alternative housing is arranged.

Removes the July 1, 2026 sunset date for existing recovery residence provisions under 9 V.S.A. § 4452(b), making permanent the exemptions from certain residential tenancy requirements; effective date is July 1, 2026.
