Prohibits any person, corporation, or entity from offering, providing, or advertising mental health services delivered by artificial intelligence in Vermont, with limited exceptions for licensed mental health professionals

Mental health professionals may use AI only for administrative support tasks (scheduling, billing, clinical notes, data analysis) if they review and assume responsibility for all AI outputs

AI use for transcription and recording requires written informed consent from patients or their legal guardians before use

Prohibits mental health professionals from using AI to make therapeutic decisions, issue direct therapeutic communications, generate treatment plans, or detect/interpret emotions or mental states

Violations constitute Consumer Protection Act violations carrying a $10,000 civil penalty per violation, and misuse by licensed professionals constitutes unprofessional conduct subject to disciplinary action
